Each user with an Outlook installation that would either like to share their data with other users, or would like other users to be able to view their data will require its own license. So for example, if you have three (3) individuals that want to share folders (meaning they either want to share their own folders to other users and/or be able to view other users' folders), that would require three (3) licenses. Licenses can be purchased all under one account or separately.
